  1. Alex, If you could trust the Congress, yes, it should be up to them. But the way Congress would structure the debate is to want all the details, not just the reason. Once the enemy knows the when, why, where, and how, the whole strategy would be torn apart. I guess my whole point is that going to Congress would put our military in a dangerous position.
